Job Summary

The Director of Beyond the Cliff Training and Employment Engagement will be responsible for leading and implementing benefits cliff training and education efforts, recruiting and supporting employers in mitigation strategies, and assisting with launching and supporting MOBC’s national collective learning network.  This position will also contribute to Beyond the Cliff’s launch and program implementation, learning network recruitment, marketing and campaign materials, and efforts for federal advocacy. 

Job Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  •  Leads Beyond the Cliff efforts to educate and train employers; assists employers with developing strategies to aid employees in mitigating and ascending the benefits cliff.
  • Designs a tool kit that encourages employment best practices and strategies, including, but not limited to, utilizing market rate analysis for salaries, career pathway mapping with the utilization of a benefits calculator, increasing access to employer-led or subsidized childcare, Employee Assistance Programs, and allowing employees to access earned but not yet paid wages.
  • Builds an integrated network of businesses to share best practices, lessons learned, and strategies to address the benefits cliff; facilitates employer-led networking sessions.
  • Oversees partner development of national story bank.
  • Supports monthly network meetings/trainings and biannual national symposia; helps to establish agendas, enlist speakers, and facilitate work.
  • Demonstrates federal benefits policy expertise while directly engaging with policy and decision-makers, analyzing recommended solutions, and advocating for impactful change.
  • Compiles findings and lessons learned into persuasive talking points and marketing materials.
  • Works with the Senior Director of Beyond the Cliff and MOBC’s Senior Director of Data and Evaluation to track and analyze collaborative progress, strength, and impact; oversees compliance; ensures network and strategies reach anticipated achievement and impact.
  • Represents MOBC with external audiences; advocates for the transformation of the safety net.
  • Works collaboratively and facilitates the flow of information and integration by attending and/or conducting meetings with other MOBC staff members, partners, and others.
  • Researches funding opportunities and writes proposals for grant requests in partnership with the COO, Senior Director of Data and Evaluation, and MOBC’s grant writers.
  • Other duties may be assigned.

Qualifications

Minimum Qualifications  

  • Bachelor’s degree in public policy or related field from an accredited college or university.
  • Understanding of the of public benefits system, including, but not limited to, Medicaid, TANF, SNAP, housing vouchers, and childcare vouchers.
  • Knowledge of possible strategies to mitigate the effects of the benefits cliff, including, but not limited to, earned income tax credits, increasing income and asset limits, time limit extensions, and employment pathway forecasting.

Preferred Qualifications 

  • Master’s degree in a related field. 
  • Previous experience working in an organization or entity that analyzed, distributed, or connected individuals to public benefits.

  • Strong project management skills; ideally, has experience in complex systems or initiatives.
  • Listens to understand, while seeking to learn, reflect, grow, and adapt as needed.

  • Capacity to focus on details and the big picture and sustain motivation toward goals.
  • Excellent verbal and written communication skills.
